Pioneering the frontier of international legal practice and taking root in the fertile soil of Central Asian investment, the grand opening ceremony of Landing (Kyrgyzstan) Law Office and the 4th Overseas Investment Legal Forum were successfully held in Bishkek, Kyrgyzstan, on August 24, 2025.
Attendees included Liu Yixing, Chair of the Global Management Committee of Landing Law Offices; Wang Zhan, Party Secretary; Liu Zhaofu, Chair of the Supervisory Board; Cai Guoqing, Chair of the Zhejiang–Hainan Regional Management Committee; Ye Xiang, Executive Director of the Regional Management Committee; Yang Zhenwei and Yan Wei, Heads of the Kyrgyzstan Office; Zhang Weilin, Director of the Lanzhou Office; Xing Xu, Director of the Yiwu Office; Li Wenzhi, Deputy Chair of the Zhejiang–Hainan Supervisory Board and Deputy Director of the Wenzhou Office; Xu Nuo, Executive Dean of Landing Next Generation Academy; as well as representatives from Landing’s Russia and Serbia Offices.
Distinguished Kyrgyz guests included Rakhatbek Asanbaev (to be confirmed), Chief Adviser of a state-led energy company; Azamat Mambetov, First Deputy Minister of Emergency Situations; Mederbek Aliyev, Senior Member of Parliament and Chair of the National Constitutional Committee; Emilbek Orozbaev, President of the Green Energy Fund; Siymyk Yakipov (to be confirmed), Assistant to the President of Kyrgyzaltyn JSC (National Gold Company); Sergey Minich, General Director of CJSC KNG Hydrocarbons (listed in the program as “Fergana Oil & Gas Company”); Ernis Aidaraliev, Senior Member of Parliament; Emilbek Orozbaev (also listed as Chief Legal Expert of the National Investment Agency, to be confirmed); and Aibek Baysuldaevich Aidaraliev, General Director of OJSC Electric Stations.
Other participants included representatives from Xinjiang Sihai Matong Investment Group, Sino-Kyrgyz Friendship Trade Group, Xinjiang Fazhigu Technology, and Beijing Bairui (Kashgar) Law Firm, who jointly witnessed this important milestone.
Ribbon-Cutting Ceremony: Rooting in Central Asia
On the morning of August 24, the ribbon-cutting ceremony was held at the office building of Landing (Kyrgyzstan) Law Office.
Wang Zhan, Party Secretary of Landing Law Offices, and Cai Guoqing, Chair of the Zhejiang–Hainan Regional Management Committee, jointly unveiled the plaque for the Landing Central Asia Outbound Service Center inside the firm’s premises.
Following this, Liu Zhaofu, Chair of the Supervisory Board; Cai Guoqing and Ye Xiang of the Regional Management Committee; Kyrgyzstan Office Heads Yang Zhenwei and Yan Wei; Lanzhou Office Director Zhang Weilin; and Xu Nuo, Executive Dean of Landing Next Generation Academy, jointly cut the ceremonial ribbon, symbolizing the beginning of new cooperation and development.
After the ceremony, participants toured the office space, exchanged views on service planning, and posed for group photos, capturing the milestone moment of Landing’s expansion in Central Asia.
Plaque Ceremony and Strategic Partnerships: Building a Legal Service Alliance
In the afternoon, guests gathered at the Hyatt Hotel in Bishkek. Liu Yixing, Chair of the Global Management Committee of Landing Law Offices, delivered opening remarks, elaborating on the importance of establishing roots in Kyrgyzstan to extend services across the five Central Asian countries. He emphasized that the founding of the Kyrgyzstan office marked a key step in Landing’s Central Asia strategy, pledging continued legal support for Sino-Kyrgyz business cooperation.
Senior MP Ernist Aidaraliev and National Constitutional Committee Chair Medbek Aliyev congratulated Landing on its expansion, acknowledging the positive impact of the firm’s presence on bilateral legal cooperation and economic exchange. They expressed hope that the Kyrgyzstan office would become a bridge for more Chinese enterprises investing in the country.
On behalf of the Kyrgyzstan office, Lawyer Yang Zhenwei noted that the establishment of Landing (Kyrgyzstan) was both a milestone in Landing’s Central Asia deployment and a testament to Sino-Kyrgyz friendship, reaffirming the firm’s determination to serve clients locally.
The plaque ceremony for the Landing Central Asia Outbound Service Center then followed, signaling Landing’s intent to use Kyrgyzstan as a base for a comprehensive rollout across Central Asia.
During the strategic cooperation signing session, Landing’s Central Asia Outbound Service Center signed agreements with Landing’s Russia and Serbia offices, establishing the “Landing Russian-Speaking Countries Legal Service Alliance” to fully integrate and coordinate legal resources across Russian-speaking jurisdictions.
Meanwhile, Xinjiang Sihai Matong Investment Group, the Sino-Kyrgyz Intellectual Property Protection Center, and Sino-Kyrgyz Friendship Trade Group signed client service agreements with Landing. Partnerships were also formalized with Xinjiang Fazhigu Technology, Pan-Asia International Trade Group, and Beijing Bairui (Kashgar) Law Firm, further expanding Landing’s service network.
The Forum: Insights on the China–Kyrgyzstan–Uzbekistan Railway
That afternoon, the 4th Overseas Investment Legal Forum officially commenced.
Liu Yixing, Chair of the Global Management Committee, analyzed both the vulnerabilities and strengths of Chinese enterprises going global. He highlighted the advantages of complete industrial chains and new productive forces, underscoring the need for legal support to clarify rules, protect assets, and resolve disputes. He emphasized the unique value of Chinese lawyers in understanding client needs, lowering communication costs, and providing professional solutions, and shared insights from Landing’s global service network and overseas lawyer deployments.
Yan Wei, Co-Founder of Landing (Kyrgyzstan) Law Office, discussed Kyrgyzstan’s national profile, Sino-Kyrgyz trade data, the opportunities arising from the China–Kyrgyzstan–Uzbekistan Railway, and six major investment advantages. He introduced promising sectors such as agriculture and food processing, construction, and infrastructure, and explained compliance essentials for company formation, employment, taxation, and litigation in Kyrgyzstan.
A roundtable followed under the theme: “Opportunities and Challenges of Going Global in Central Asia under the Background of the China–Kyrgyzstan–Uzbekistan Railway.” Moderated by Ye Xiang, Chair of the National Criminal Law Committee and Executive Director of the Zhejiang–Hainan Regional Management Committee, the discussion featured Uzhinile, Head of the Sino-Kyrgyz Intellectual Property Protection Center; Liu Changlin, President of Xinjiang Sihai Matong Investment Group; Xiao Yijie, General Manager of Chongqing Lexin Industrial Group; Liu Hanshuo, Chairman of Kyrgyz company Nianfeng; Lawyer Liu Zhaofu, Chair of the Supervisory Board of Landing Law Offices; and Lawyer Xing Xu, Deputy Director of the National Housing & Construction Committee and Director of the Yiwu Office.
The panelists exchanged views on investment opportunities, policy environments, legal risks, and cooperation models, providing diverse perspectives for Chinese enterprises to seize the opportunities of the railway project and expand into Central Asia. The discussion was lively, with frequent interaction and vigorous debate.
