FENG Haibin, a Senior Partner and Managing Partner of Shanghai Landing(Shenzhen) Law Office, was selected as a leading talent in foreign-related legal matters by the Guangdong Lawyers Association. He was also among the first 29 leading foreign-related lawyers selected by the Bureau of Justice of Shenzhen Municipality and the Shenzhen Lawyers Association.


Starting in January 2022, he assumed the position of Deputy Director of the 11th International Exchange and Cooperation Committee of the Shenzhen Lawyers Association. In April 2022, he also took on the role of Deputy Director of the 12th Cross-Border E-commerce Legal Professional Committee of the Guangdong Lawyers Association. In July 2023, he was elected as the Vice Chairman of the 5th Council of the Guangdong Huangpu Customs Brokers Association.


Mr. Feng joined the customs service after graduating from the Department of International Economic Law at Nanjing University in 1999. In 2012, he was selected as a public office lawyer within the Customs, and in 2015, he was appointed as a third-level expert (regulations) within the Customs. During his tenure at the Customs, he received lots of personal or collective honors. As a section chief or deputy director at the department level, he was responsible for or oversaw various tasks, including customs legislative management, customs trade control, administrative reconsideration and litigation, legal guidance for customs business difficult issues, and intellectual property customs protection.


Starting in 2017, he began his full-time practice as a lawyer, focusing on major and complex cases in the customs and international trade fields. This included disputes over import and export taxes, issues related to the import and export of prohibited and restricted goods, and customs administrative penalties. Based on his extensive experience accumulated during his customs career, he specialized in handling cases such as smuggling, evasion of inspection and quarantine, and export tax evasion and refund fraud.


Mr. Feng has conducted continuous and in-depth research on new formats and policies in import and export, including cross-border e-commerce, preferential treatment under free trade agreements, customs special supervision zones, and export controls. He excels at solving problems in the field of international trade and customs, such as cross-border e-commerce, classification and valuation, origin, intellectual property customs protection, customs duty planning and tax disputes, trade control, and compliance. In the practice of smuggling defense, customs inspection, customs penalties, foreign-related cross-border, and customs dispute resolution, he has achieved excellent results repeatedly.


Mr. Feng regularly lectures on customs law and practice courses for various institutions, including Peking University School of Transnational Law(STL), South China University of Technology Law School, Guangdong Ocean University. He has published more than 10 customs practice articles in legal publishing houses, China Customs Publishing House, Shanghai Customs College, Shanghai Law Society, and other institutions.

  • Smuggling of Chips by a Shenzhen Telecommunications Company: Served as the defense counsel for the company's business manager, resulting in no arrest.
  • Criminal Case Involving a Taiwanese Resident and Digital Currency: Acted as the defense counsel for the Taiwanese resident, leading to no approval for arrest.
  • Smuggling of Precious Gems by a Guangzhou Company: Represented the company's leader as the defense counsel, with the prosecution entity changing from an individual to an organization. The unit's leader's minimum sentence threshold was reduced from over 10 years to over 3 years, and the unit's employees were not prosecuted.
  • Smuggling of Stone by a Guangdong Company: Served as the defense counsel for the company's leader in a case involving a value of 1.8 billion RMB.
  • Smuggling of Used Excavators by a Guangzhou Company: Acted as the defense counsel for the company's leader in a case involving a value of 1.8 billion RMB.
  • Smuggling of Apple Phones and Computers by a Shenzhen Distributor: Represented the principal responsible person as the defense counsel in a case with a value of nearly 200 million RMB.
  • Smuggling of Diamonds and Diamond Jewelry by a Hong Kong Resident: Defended the primary responsible person as the defense counsel, reducing tax evasion from 2.67 million to 1.1 million RMB.

  • Shenzhen company's customs inspection case on declared import goods' taxable value:Clarified pricing information, resulting in customs not filing a case and normal customs clearance procedures.
  • Shenzhen company's customs inspection case involving the impact of special relationships on transaction prices of imported goods: The value of the goods under inspection exceeded 300 million RMB. Through price negotiations, achieved results exceeding expectations.
  • Guangzhou company's customs penalty case related to the classification of exported light industrial products: Proved the company's innocence in the declaration, leading to the customs withdrawal of the penalty decision.
  • Liaoning publicly-listed company's customs inspection case involving disputes over the customs classification of export tax codes: Clarified the compliance of declared tax codes, smoothly passed customs inspection, avoiding customs penalties, and effectively managing the potential risk of over 100 million RMB in export tax refunds.
  • Guangzhou company's customs inspection case concerning disputes over the pricing of imported goods, transportation, and insurance charges: Demonstrated the company's innocence in the declaration, prompting the inspection department to reconsider the case and make a favorable decision for the company.
  • Shenzhen company's administrative review case involving customs penalties for imported waste plastics: During the review period, persuaded the original customs to withdraw the administrative penalty decision.
  • Cases related to intellectual property protection, intelligence operations, customs seizures, and rights protection for a Henan company.
  • Specialized cases involving criminal and customs law compliance related to a Guangdong company's affiliated company's Hong Kong IPO.
  • Specialized cases involving the voluntary return and persuasion of individuals involved in smuggling waste materials for a Guangdong company.

  • December 12, 2020: First Xiangjiang International Law Forum, where the topic "China (Hunan) Free Trade Zone and Customs Compliance Practices" was taught. Thisevent was organized by the Hunan Lawyers Association and the Hunan Council for the Promotion of International Trade. Other guest lecturers at the forum included Professor Yang Guohua from Tsinghua University's School of International Law, an expert in WTO negotiations, and Professor Zhang Xiaojun,Dean of the School of International Law at Southwest University of Political Science and Law.
  • December14, 2019: The 2019 Annual Meeting of the Shanghai Law Society Customs Law Research Association and the 12th Customs Law Forum. As the only representative from the practical field, a presentation was given on "The Rationality of Legislation on the Prohibition of Smuggling Imports and Exports of Goods and Smuggling of Ordinary Goods." This presentation was published in the"Customs Law Review" (Volume 10) by the Legal Publishing House.
  • September 25, 2021: 2021 International Trade and Customs Compliance Forum (Songshan Lake), hosted by KOTRA Guangzhou Korean Trade Office and the Huangpu Customs Brokers Association. The topic taught was "Customs Valuation and Practical Examples."
  • October 11, 2018: Taught "Overview of Customs" in English to faculty and students at Peking University's School of International Law.
  • November 30, 2021: "Special Training on International Trade and Foreign Investment Compliance Risk Management," organized by the China Council for the Promotion of International Trade (CCPIT) Hunan Branch. Taught "Customs Compliance in International Trade and Foreign Investment."
